You're often pushing against enemies above your level in higher difficulties, and maybe that's what has such a detrimental effect on your minions' effectiveness. Safer spots to farm for summon Necro HC are pits, ancient tunnel, Chaos Sanctuary. My necro is using a spirit shield with no dex, happily level 91 on HC.
